What actually turns a plaza next to city hall into somewhere people choose to spend a Tuesday night? Not a ribbon-cutting for the biggest name on the marquee. In Goodyear, the answer showed up months before that name even had an opening date.
GSQ is the retail and dining core of Goodyear Civic Square, the 150-acre mixed-use project that debuted in August 2022 at McDowell Road and 150th Drive alongside the new city hall, public library, and a two-acre park. RED Development and Globe Corp built it as a walkable hub meant to give Goodyear the kind of downtown a fast-growing suburb usually spends a decade waiting for. The press releases over the past year have leaned hard on one name: Fogo de Chão, the Brazilian steakhouse chain, announced for the southwest corner of Goodyear Way and Bullard Avenue as the anchor of the project's next phase. It's still there on the city's development list for 2026. It still doesn't have a specific opening date.
Meanwhile, dinner has been happening.
The Restaurants Already Serving Food
Before any of the marquee names opened a door, GSQ already had a working restaurant row. BJ's Restaurant & Brewhouse, Copper & Sage, Over Easy, and The Stillery were serving customers well before this year's wave of announcements, according to Phoenix New Times coverage of the district. Dave's Hot Chicken opened its Goodyear location in that same stretch.
Two more names filled in this year with specifics attached. Angry Chickz, the Nashville hot chicken brand founded by David Mkhitaryan in 2018, opened its Goodyear restaurant on March 6 at 883 S. Cotton Lane, Suite 129. It's the brand's first Goodyear location, its second in Arizona, and its 35th nationwide.
Then came Magdaleña, from TPQ Foods, the Phoenix-based group behind Pa'La Wood-Fired Kitchen and Tortas Paquimé. The restaurant opened near McDowell Road and 150th Drive with a Latin American-inspired, wood-fired menu built around shared plates. TPQ Foods founder Omar Alvarez had targeted a late May opening when the city announced the concept, making it one of the first businesses from that spring wave of GSQ announcements to actually turn on the lights.
That's seven operating restaurants already serving dinner on a corridor most coverage still describes as "coming soon."
The Big Names Are Still Catching Up
Compare that against what's actually confirmed for the names generating the headlines.
Fogo de Chão has a corner. The city announced it in September 2025 for the southwest intersection of Goodyear Way and Bullard Avenue, calling it the chain's second Valley location. No specific 2026 date has been attached to it since.
First Watch has an address. The breakfast and brunch chain is set for 1670 N. Bullard Avenue, Suite 110, joining 34 existing Arizona locations as the brand's first in Goodyear. The timeline on record is simply "sometime in 2026."
California Fish Grill has a corner too, at the northwest intersection of Bullard Avenue and McDowell Road, with the city describing it only as planning a 2026 opening. It would be the chain's first Goodyear location and its third in the state.
Behind those three sits a longer list of businesses that have a name and a mention in a city press release but no address yet on the public record: CAVA, Kura Revolving Sushi Bar, Nordstrom Rack, Trader Joe's, Black Rock Coffee Bar, Firebirds Wood Fired Grill, Paris Baguette, Zara Nail Bar, Handel's Ice Cream, Reformed Pilates, Berry Divine Acai Bowls, and VEG's planned 24-hour animal hospital. Black Rock has specified a 1,460-square-foot store with a drive-thru. Firebirds, which already has Valley locations in Chandler, Gilbert, Peoria, and Surprise, has specified a 5,658-square-foot standalone building with a patio built for the cooler months. Neither has a street address attached yet.
Here's the district sorted by what's actually confirmed rather than what's been announced:
| Status | Businesses |
|---|---|
| Already serving customers | BJ's Restaurant & Brewhouse, Copper & Sage, Over Easy, The Stillery, Dave's Hot Chicken, Angry Chickz, Magdaleña |
| Has a location identified, no firm date | Fogo de Chão (SW corner of Goodyear Way & Bullard), First Watch (1670 N. Bullard Ave), California Fish Grill (NW corner of Bullard & McDowell) |
| Announced for GSQ, no address yet | CAVA, Kura Revolving Sushi Bar, Nordstrom Rack, Trader Joe's, Black Rock Coffee Bar, Firebirds Wood Fired Grill, Paris Baguette, Zara Nail Bar, Handel's Ice Cream, Reformed Pilates, Berry Divine Acai Bowls, VEG |
The names most likely to show up in a headline are the ones furthest from actually opening.
The City's Own Calendar Is Betting the Same Way
Private developers aren't the only ones treating GSQ like it already works as a gathering place. Goodyear's parks and recreation department has scheduled its own evening programming directly at Civic Square this fall, which only makes sense if the city expects people to already be showing up.
On October 3, Civic Square hosts a barbecue and live music night from 5 to 9 p.m., with vendors serving smoked and grilled specialties, performances from the Alice Cooper Solid Rock Teen Center's youth talent, and craft beer from Saddle Mountain Brewing Company. Then, on December 4 and 11, the square runs Holidays on the Square, a two-week series with a different theme each Friday: Yule Y'all leans into western flair, and Jingle Jam is built as a sing-and-dance-along night for families.
That same fall calendar shows the city extending the same evening-programming approach to other venues across Goodyear. Ballet Arizona performed at the Estrella Lakeside Amphitheater on September 25, paired with food trucks and craft vendors. On October 10, Goodyear Ballpark, the spring training stadium usually associated with baseball season, hosts Lucha Libre wrestling alongside Mujeres Mercado, a Hispanic-owned artisan market with cultural performances and a display of flags representing Hispanic countries. On October 17, Goodyear Community Park runs an outdoor screening of Toy Story 5 with character meet-and-greets and food trucks.
None of that programming needs a Fogo de Chão to succeed. It's built around vendors, breweries, and community groups that are already in place. The restaurant wave chasing headlines is arriving into a corridor the city has already decided is worth investing evening events in.
What's Actually Worth a Stop Right Now
If you're deciding where to grab dinner this week rather than waiting for a chain with a press release but no address, the corridor around McDowell Road and Bullard Avenue already has options across a few different registers: wood-fired Latin fare at Magdaleña, Nashville hot chicken at Angry Chickz, brewhouse standards at BJ's, and the more established mix at Copper & Sage, Over Easy, and The Stillery. That's a real range for a district that's still officially described as under construction.
The lesson in how GSQ filled in isn't really about restaurants. It's about the gap between an announcement and an opening, and how much can happen in that gap if you're only watching the biggest name on the list.
We track the openings and closings around Goodyear because our clients ask us about them constantly, usually in the same breath as questions about the market itself. If you want the next update on what's actually opened at GSQ before it shows up anywhere else, Openshaw Real Estate Group is easy to reach and happy to send it your way.
